Commissioner Administration of Unit Service, No. 34128E: This valuable tool guides district and council commissioners and their assistants (and their staff advisers) in leading a successful unit service team. It addresses the responsibilities of commissioner leaders and the people they lead. It details commissioner recruiting, commissioner training, commissioner evaluation, commissioner meetings, and many other topics.
Commissioner Basic Training Manual, No. 33613F: Complete syllabus for those planning and instructing this course.
Continuing Education for Commissioners, No. 33615E: Detailed planning guide for council commissioner conferences, including the college of commissioner science. This book contains 34 course outlines for commissioner meetings and conferences.

Cub Scout Roundtable Commissioner and Staff Basic Training Manual, No. 33013A: A one-day course best conducted on a council basis but also used by districts.
Cub Scout Roundtable Planning Guide, No. 34239: Contains roundtable outlines for each month of the program year.
Boy Scout Roundtable Commissioner Training, No. 34256: A four-hour course best conducted on a council basis.

Unit Progress Wall Chart, No. 34194B: Great tool to record unit progress and display at district meetings and events. This chart can be used for countless topics and achievements (roundtable attendance, camp sign-up, on-time charter renewal, unit leader training, etc. Chart is 13½" x 21½".
Key Progress Chart, No. 34818A: Smaller size of the Unit Progress Wall Chart - can be used for similar purposes. Chart is 8½" x 11".

Council and District Plan Book, No. 33032E: The district Key 3 will find this workbook a valuable tool in setting annual objectives for all committee functions and setting dates for committee tasks and meetings.
the Council, No. 33071D: This booklet is the basic source of knowledge on council operations for all council-level Scouters. It includes important details about the four functions of council operations, basic committee tasks, special council committees, and council-level meetings.
the District, No. 33070C: This booklet is the basic source of knowledge on district operations for all district Scouters. It contains important information about the four functions of district operation, operating committees, meetings of the district, volunteer-professional relationships, the organizational structure of district volunteers, and variations for rural and low-income urban areas.
District Nominating Committee Worksheet Form, No. 33157D: This worksheet guides the district nominating committee and its staff adviser through their important responsibilities, including a confidential review of current personnel and preparation of the report for the annual meeting of the district. This folder also lists resources and guidelines for nominating committees as well as details on election procedures as specified in the Standard Local Council Articles of Incorporation and Bylaws.
District Committee Training Workshop, No. 34160D: No district or council can do without this complete package for planning and conducting the half-day basic training course. The District Committee Training Workshop meets the basic training need of members of the district committee. The workshop also results in a well-coordinated and dedicated group of Scouters committed to achieving the mission of the council and its districts. In addition, the workshop helps initiate a working relationship between council and district personnel. The workshop includes several important total group sessions as well as a series of two-hour concurrent, breakout sessions for specific district committee assignments. There are breakout sessions for each of seven operating committees, the district Key 3, and for new-unit organizers. Because of your use of this workshop, many more youth will join Scouting, and the units in your district will provide a better program for the youth they serve.
District Finance Committee Guide, No. 33779B: This compact book explains how to structure finance volunteers in the district. It includes a council annual fund-raising time line. Here you will find the finance policies of the BSA. It also suggests how to help units with finance.
Membership Committee Guide, No. 33080D: This new guide provides the structure and substance to achieve district and council membership objectives. It includes the 12-step plan to organize units. This guide has suggestions for year-round service to chartered organizations and details the responsibilities of committee members.
NOTE: Although the following items are not commissioner-specific, a commissioner should be aware of the policies and procedures contains in these items.
Activities and Civic Service, No. 33082E: This new book shows how to plan major multi-unit activities. It has an exciting new section on civic service activities with 46 great ideas for community service projects. It helps meet the challenge of the BSA promise to provide 200 million hours of community service. The guide even includes six criteria needed to guarantee that a project actually teaches citizenship!
Advancement Committee, Policies and Procedures, No. 33088E: This book includes important advancement policies and procedures. It includes a Venturing section and many other guidelines for district and council Scouters responsible for advancement.
Camping Committee Guide, No. 33083D: This guide details the responsibilities of the district and council camp promotion and outdoor committees. This great resource highlights many camp promotion plans and ideas.
Guide to Safe Scouting, No. 34416D: Policies and guidelines to help adult leaders conduct Scouting activities safely. Includes guidelines of age-appropriate activities for Scouting's different program.
Health and Safety Guide, No. 34415B: This resource book includes all current policies, guidelines, and procedures related to health and safety issues for all aspects of council, district, and unit.
Insignia Guide 2005, No. 33066E: An illustrated guide to the correct placement and usage of official insignia and other badges for the BSA program.
Tours and expeditions, No. 33737C: This book contains basic planning trips and health and safety guidelines for all kinds of Scouting trips. (Also includes copies of four permits.)
Leadership Training Committee Guide, Plans Procedures Materials, No. 34169F: The bible for volunteers and professionals involved in training volunteer leadership at all levels/all traditional programs. It details all training resources, training award requirements, forms, record cards, and more.
